This article explains about the difference in license reports which are being created by Xray, using the advanced filters.
When licenses are being selected in the report creation screen (Advanced filters), they will be included in the report (without the unknown/unrecognized licenses):

When this filter is empty (no licenses selected) the report will include all licenses, hence, including the unknown and unrecognized licenses.

Unknown Licenses: Displays the components that Xray could not discover any licenses for.

Found but Unrecognized: Displays the components that Xray found licenses for, but these licenses are not Xray recognized licenses.

As shown in the example below, I created two reports - one with all licenses selected, and the other without licenses selected in the “Advanced filtered” (the reports was created after performing the database sync). 
When no licenses were selected in the advanced filter, the report contained 362 licenses (152 of them are unknown/unrecognized) in the report.
While when specifying what licenses to show in the report (all selected) the report contains 210 licenses (without the licenses 152 previously mentioned):
