XRAY: Issues of entitlements in air-gapped environment

Issues 
Sometimes, you will face some issues related to the entitlements in an air-gapped environment, such as:

1. Scan artifact failed, see the error message from the response and logs:

Response:

Operation is not available # from the response

Logs:
SCA Operation is not available # from the console log


2. When you create an Xray Policy named app1-rule, get the error:
Found Invalid Policy: rule app1-rule has 'issue_kind' condition, but the feature is not supported

Root cause
If there is a change in the license, and you do not register in the JFrog Entitlements Server again, you will face the issues.
The entitlementservice job tries to register in the JFrog Entitlements Server again when JFConnect restarts or when there is a change in the license, and the entitlementservice job will fail when JPD is inside an air-gapped environment.

Resolution
