What does this mean in the logs: Changing binary providers due to: isChangedByAdd=true, isChangedByRemove=false

You may see numerous occurrences of this line in the logs when redeploying or restarting your artifactory: 

Changing binary providers due to: isChangedByAdd=true, isChangedByRemove=false

This log line is related to adding a new member to federated repositories and and when you restart it iterates through all of your federated repositories so it appears. If you have numerous federated repositories it will appear numerous times. It is expected and should not negatively impact your instance.
